Except for the fact that at Lothlórien, I believe, they talk about how he might hold on Sauron for a time but will eventually lose as well if everyone else fails as well. He's clearly not omnipotent or ever powerful.

That idea is discussed at the Council of Elrond in Rivendell, not in Lothlórien.
Tom Bombadil is not a force opposing Sauron in any meaningful strategic sense. Gandalf suggests that if Sauron conquered all other lands, Bombadil might still remain for a time, because he is detached from the struggle. However, he would not ultimately "defeat" or contain Sauron, and he would not be part of the world's defense.
We don't know if he would be able to hold Sauron or not because the author doesn't want us to know. The author wants 'le mystery'.
