If the NGE references are just "Look, popular anime thingy!" and nothing else, then yes.
If it ends up being some weird meta-narrative about the franchise, the show and the fandom. Where we explore what happens behind the mind of people who fell in love with the show in the 2010's and with a weird yet better closure to G4 than the Haberverse, then no.

Gotta make it much deeper; more complex and focus on the relation between humans and human society, equine society as in merging contemplative film and social drama, inspired by artists like Béla Tarr, Wim Wenders or Didier Bivel.
It doesn't need to revolve around ponies either, the narrative can be dadaesque or have no point either.
