This a specific effect glaze that has some particles in it that form these white dots. Carl Jäger 4134a Kosmos to be precise.
The place where I have stuff burned (as I don't have my own kiln and it wouldn't be practical at such a small scale anyways) has a somewhat limited selection of blue tones among the glazes they have. Thus, I checked what other glazes there are a while ago and came across that one.

>The majority of the room is occupied by a curving laminate table and a motley set of chairs meant for very different species
>At the snub end are three plain chairs separated from the rest
>At your end is a raised cushion
>You take the seat as you and your overly-cheerful shadow wait
>You sit there, staring straight at the other end of the room
>You let your ears slowly rotate, listening for any change in the subtle ambiance of this massive station
>Meanwhile your mind wanders across this galaxy to the planet the coalition fleet is raiding
>Your lips tingle
>If Messalina notices the different rhythm in your breathing, she does not tell
>It is only for a couple minutes that you wait until one of the doors opens
>An Asari with white facepaint, a dark-plated Turian, and a hooded gray Salarian enter
>They are all dressed well, but not ostentatiously so
>When they stop to stand by their chairs, you bow your head to them briefly
