December 3rd, 2024, after his party had lost the election on November 8th, before Trump got inaugurated a month later on January 20th 2025 was when Joe Biden decided to use his pardon power to give a blanket pardon for his family.
The next president can make a rule at the start of his term that he won't pardon anyone who works for him directly.
