Mostly this. H1's are rare as fuck, and getting HMMWV's titled and registered for road use is a clusterfuck of bureaucracy and schmoozing. Even if you find a "road legal" example that someone has already slid through a DMV somewhere, there's no guarantee you won't be turned down. They're also all old and suffer from parts availability given their bespoke nature aside from the engines and transmissions being GM standards from the time.

The registration thing depends a lot on your state. Oregon actually specifically lists them as one of the applications for their "Special Interest" license plates.

That's true, and I've heard stories from Florida that they're outright banned from registration though apparently it can be bypassed in certain counties if you find a clerk that doesn't give a fuck. However, even for Oregon, what does "maintained as a collector's item" entail? Is that like how some places treat antique tags, that it's not to be driven except for parades or special occasions? That seems like the one possible exception for FL registrations.

Then you can also run into the issue that HMMWV's don't have real VINs, just serial numbers, and that doesn't play nice with some registration systems. While it's not impossible to work around you're at the mercy of the desk jockey who probably doesn't feel like dealing with anything out of the ordinary. Don't get me wrong, I'd love to get one myself but there's so much stacked against them and I'd be worried about losing a significant chunk of money on it.

Yeah it seems to be about the same as antique tags, which we also have. Apparently they're pretty lenient about it though, mostly they just don't want you dailying it or using it for commercial purposes but a lot of people have them on off road rigs, classic sports cars, etc. and nobody seems to care.
