Solas M82 reflective tape is the solution.
Ran a bunch on my shit box years ago.
No tailgaters with LEDs after that.
A big deal for someone working nights.
I have a car that auto dims the mirrors, so I don't need the tape anymore.
But it works, assuming you buy the real stuff and not the china knock-offs.

Where do you put it? Backs of backseat headrests? Rear window glass? Back of sun visor for oncoming? It needs to be up high so you dont blind normal low beam users I would think.

halogen low beams still aren't bright enough to cause this, it'll blind any new cars that just have their low beams use LEDs at their high beam brightness (probably the biggest reason why so many cars stay back)

I had a strip under my ear licence plate
The rear seat head rests were also taped.
Sun visor was taped so I could flip it down to return LEDs from opposing traffic.
It was a shit box, so I didn't care about it.
You can buy headrest covers and tape over those instead.

I got revenge on a truck that kept flashing me in the way home fron work with one if these. I bought the $900 "Worlds brightest portable spotlight" So bright that if there is ANYTHING that can possibly bounce light back at you less then 100 feet away you should wear sunglasses. When I flashed him he did this dramatic fishtail and went off the road, I don't know if he crashed or not but I never saw that truck again after that. Worth every penny.
