I think it happens in many urban areas everywhere. City councils seem to be like little mafias, and there's always some scammy shit or fuckup with the workers who can stay on top of said things. You'll also notice that some of the worst areas are on the borders of some other district, so it may in dispute on who can even help.

California is. They don't even seem to give a shit about the wealthier areas anymore either. Potholes around old Hollywood locations and neighborhoods now.
