The basic theory is that Paddock was a CIA (or similar) sanctioned gun runner. He (unwittingly?) was brining guns to be used in an attempted assassination in LV. Possibly the Saudi prince, possibly Trump himself. The assassination team was partially intercepted in a series of gun battles across ZLC before they could get the heavier weapons from paddock. Paddock was killed by members of this team, who then opened up into the crowd as a desperate diversionary tactic. The plot was covered up by using the already-dead paddock as the fall guy and using the festival grounds as a dumping ground for the bodies of those who fell in the gunfights around town.
