If the situation is too bad financially and there are not enough opportunities, move away etc. Well, if the new tax is unacceptable for rich New Yorkers and especially for the foreigners who just drive up prices by parking their wealth in high end property without even living there, they can move away. If enough people move away, the market will correct itself in one way or another, either the property prices will tank or a mayor with radically different politics gets elected.
