Why allow the entire country to still have power, fuel, food, and water? Women and the men who are too young or old to fight are living completely normal lives in Ukraine. It's not a normal war.

Correct. Unlike Putin he's just a leader of the people and popular one both at home and abroad. Killing him would turn him into a martyr. but he's not the reason Ukraine rejected subjugation to Russia when the customs union was forced. Putin only really tried to kill him very early on in the war but stopped after that.

If anything you can extrapolate that Russia could destroy Ukraine even more than it's doing and I'm sure a bunch of ultranationalist vatniks are praying for it for a quicker total victory but that Putin thinks he's got a slow but firm upper hand and turning up the heat might risk unnecessary variables.
