You could train more medical personnel to make up for that. To let them work less days. That would be the logical solution in this framework. But that really is difficult. I think not everyone is suitable for it. Some people are just too dumb. Some people are not trustworthy frankly. And many many people are not going to be willing to go through the error. You have to find the right people for those jobs and you need to train/filter them and even then you need a whole bureaucratic and legal system to supervise all of these people. Imagine if there were 4 times or whatever more personnel than needed because they're all part-time by design. It's imaginable but barely.
