TKO, ESPN and their consequences have ruined the WWE. It's textbook capitalism and for whatever reason they keep going deeper into it, which can literally only further this downward trend.
They keep thinking this shit is the NFL or even any other major sporting event. Wrestling is niche, it will always be niche. Wrestling only survived as long as it did pre attitude era because NJ/Philly and the southern territories could draw large local crowds even without much exposure of your company. No one wants to travel for wrestling. No one wants to pay hundreds of dollars for wrestling. You need to travel, you need to have low prices. The only thing that matters in wrestling, unfortunately or fortunately, is the crowd. For example, during COVID when the NFL had a 100,000k stadium filled with only about 10k people, it was still exciting, it was still fun, football needs crowds but they don't NEED a crowd to have a good product. Wrestling without avid fans is just... Boring. It's objectively boring and awkward when the goal is to get crowd reactions and they're quiet. It's the only thing that matters in a business where it's all a work.

One of the biggest attractions of WrestleMania has always been the fact that it travels to a different city every year. That’s part of the magic.
And they got an absolutely terrible deal with Las Vegas. Everything there is overpriced as hell, safety has gotten noticeably worse, scammers are everywhere, and most people don’t even want to spend a weekend vacation in Vegas anymore. Just a really bad decision all around
