There is no urgent rush so they are taking the time to build up storylines properly and set up future events and feuds. Cody is currently potentially set up against Gunther, Roman, Punk, Jey, Sami and a returning Orton, and they are already setting the seeds for the next guys if you pay attention

Rhetoric and it is nonsensical to say 'okay, you had success, time to randomly try some other guy with no build just because!'. The WHC is supposed to be the belt for trying guys out but it got stuck on Punk and Roman due to factors.
As for age, WWE had a lot of catching up on due to wasting years and years with Vince just fucking around or giving random stop start pushes. If they just threw away all their older guys they would be in a way worse spot. People complained when RAW and Smackdown focused on building new people, it is now paying off.
