Despite desperately wanting to sell you on his irredeemable monster persona, triple h never actually crossed the line as a character, all of his most vicious acts were done in a group or he just hired someone else to do the job for him, nothing he ever did “stuck”- Vince McMahon crossed the line, Edge crossed the line, Randy Orton crossed the line- HHH was just a stereotypical schmuck and for the 2nd or arguably even most prominent villain on a weekly television show, that just isn’t enough.
It’s why he’s unable to book any truly detestable or compelling heels in modern day WWE, despite putting on the persona of some edgy metal loving dark soul- he’s a decent guy with pretty decent morals who’s actually kind of a pansy lol

Well the one time he did (ruined Steph and Test's marriage to mess with Vince) got retconned twice (turns out Steph was in on it and then by Wrestlemania Vince was also in on it, shit by then they might as well have said Test was also in on it)
