Menarche largely depends on body fat (the biggest reason for why the average age for it is so low in first world countries nowadays: there's a lot of chubby girls), and for many girls with very low body fat, typically gymnasts and models, it doesn't occur until 14/15 or even later, and their periods can also randomly not happen.
