Yeah, why not? As long as it’s not as complex as Saturn’s where you are forecasted to have civilization ending impact events every week. Mars is projected to have rings in the near future.
It’s definitely possible for a moonless planet to have space exploration, it’s just gonna take a long time since they have nothing to test mechanics on. In theory, habitable planets smaller than Earth can do spaceflight very easily, while those super-Earths with 2x gravity? No one’s leaving their atmosphere.

Absolutely right about the size of planets affecting a civilization's progress. I sometimes wonder if this could lead to them discovering different technologies, or how it could lead a civilization away from physical propulsion into different forms of travel. Different circumstances, different solutions.

I don't know. but having a moon like ours is very helpful. its right there, we can see it close. so its just tempting.
its a good practice start to go there and set up a base, its close so a better chance to send help or pick them up if something goes wrong. and then after figuring that out, mars next.
