Why is reproduction basically inaccessible to 70% of men in modern society? Is this just a reflection of natural laws and natural selection, or is it a dysfunction of human society?

It can be two things. Natural selection operates within whatever environment a species is attempting to thrive in. The various societies people have created throughout the world are part of that environment. If a society ends up encouraging eusocial breeding patterns where a minority do most of the breeding while the rest are serving support roles to facilitate that breeding, then nature will select those that fit their roles to perform them.

Rape just throws all the Bs out the window hence why women are the more attractive gender, we had full choice for Eons, and why women with no sex appeal don't exist
