I actually think that's how they warp jump/faster then light travel. There is probably a sub-quantum informational substrate that is prior to quantum foam. I tend to a agree with this and think it's possible. From a sci perspective if an informational dimension exists that is acting as an energetic substrate, below the quantum foam level, in which all the fundamental particles arise from conscious rendering, collapsing probability wave functions. You can imagine that this info-dimension still exists as a single point (the big bang or the larger area beyond) that is projecting our space-time geometry from that location. A priori of time or distance. Based on Fravor's description of the encounter, I think the Tic Tac is some kind of beamed power rider. Fravor descibes the water above the large, cross-shaped submersible as appearing to be boiling. A sufficiently powerful microwave or millimeter wave source would do that.
