The "paradox" part of it is even more retarded than that. There could be advanced civilizations everywhere beyond like a few dozen light years from us and we wouldn't know about it. For us to detect a civilization they'd need to try to specifically contact us (send a powerful signal this way), leak energy like crazy (accidentally send signals powerful enough to detect), or do some kind of megalomaniacal building project like blotting out entire suns with dyson swarms (we'd notice the change in the star), which is itself most likely a retarded idea for gathering energy.

now, you need:

1) silicon based life sounds good on a paper, but it is a quite a meme. low range of oxidation states, polysiloxanes have too stable bonds compared to carbon chains, and when you oxidize it to SiO2, oh boy. i am not saying it totally cannot exist, but doubt it.
2) anoxygenic photosynthesis exists, but it is less effective because the electron donor is less available than ubiquitous water. and complex life NEEDS the oxygen, because oxidation of organic molecules is the only known thing providing enough (gibbs) free energy for advanced brain. good luck with photosynthesis, litotrophy, fermentation or anaerobic respiration (maybe denitrification runs the gibbs numbers, BUT you need oxygen first anyway to obtain nitrates from ammonium)

Fermi paradox talks are purely for engagement bait. With our current instruments it's extremely hard to detect anything that could be interpreted as a techno signature, and even if we did there would be a lot of uncertainty on the matter. So it shouldn't be surprising we still found nothing.
We also have not been out there for long enough to be detected by anyone.
