NASA wants competition and multiple contractors. NASA knows SpaceX is far ahead but it wants a backup, and Blue Origin is the only other USA company worth considering. SpaceX DOES get most contracts.
At certain things. Elon and Jeff are rivals but Jeff is only just getting into relanding rockets while Elon seems to be focusing on payload, bigger rockets and the starlink internet thing. Competition is good and them concentrating on slightly different things is great for the space race since NASA, who have the most data and technical expertise aren't trying to do what Elon and Jeff are doing. And if they keep choosing SpaceX for everything then it will create a monopoly and we want Elon and Jeff to have a bit of competition.
