The issue is too burdensome to have children and people dont want to deal with that. So you have to unload some of the burden, that could take forms such as universal healthcare, or free quality schooling up to university, and since women will often chose to have not even a career (this words is used without understanding, most people dont have a career they have jobs) but financial independence over children, you have to make so they don't have to choose one or the other. And give people's homes, they won't have a family of their own if they still live with their parents when they are 30 and they also dont want their kids to stay until they are 30.
