why is the german 2nd division called 2 bundesliga and not bundesliga 2

It's not called "2 Bundesliga" it's called "Zweite Bundesliga", literally "second Bundesliga".
If you just append a number to the name, that makes it seem like some sort of second instance or a sequel. As if the Bundesliga was over, so we created "Bundesliga 2".

I'm not a language wizard by any means but do people really have so little understanding of foreign languages? German is not even an obscure language. If you had trouble understanding Danish counting, fair enough, but German?

It's a little confusing - not so much with arabic numbers since you can at a glance see if you mean two or second and you don't usually end a sentence with a number (but I sometimes miss the dot). But it's also used in Roman ordinal numbers in the names of kings, so you write for example "war Elisabeth II. Königin" in German (with dot) and it always let me stop.

You're extrapolating the European experience to the rest of the world. It might be commonplace to find random German writing and thus learn small trivia about German if you live in Europe, but the language is not at all prevalent outside of it.
And I never said it was impossible to learn trivia about other languages without learning them, I merely said that it was very easy to not know it. I knew what 2. Bundesliga meant before opening this thread. In fact, knew it before I tried dabbling in German. But that's only because I have interest in learning about other languages and cultures, and most people don't usually go out of their way to learn about languages and cultures that they don't directly interact with.

Only „Zweite Liga“ is correct German, as Liga is female and has „die“ as its article. And it’s usually called that way informally. But the league has the right to call itself „Bundesliga“ like the first tier, these two have a different administrative status than the third tier, which is just called „Dritte Liga“ (Or 3. Liga) both formally and informally

The 1. thing in club names is often ignored, clubs named themselves like that to flex with their status. Or claim status. Either as the oldest club or the biggest club and true representative.
