I think there’d be a boycott if there were enough organisation between the federations. The fact that the Eurovision boycott is only 4 countries is an indication of what might happen if it were tried in the case of the wc, and for a lot of countries they aren’t prepared diplomatically to stand up to the US not to the extent of missing the wc.
