Personally I like the kind who can't be fucked to deal with anything outside of his lair directly so sends a endless stream of bad guys and monster of the week threats because the throwing masses of evil meat at external problems worked totally fine until the heroes/players got involved.

Basically the only way to stop the threat for good is to confront him on his extremely well prepared home turf where he is at his strongest. So the heroes are forced to get stronger and do quests to prepare themselves for what would be certain doom if anyone else even thought about attempting it.

It's fun to play, it's fun to run, the stakes are clear and the long term objective is always looming in focus and the source of all the minor problems leading up to the final fight.

It can also be scaled to whatever campaign length you have to work with.
Basically Saturday cartoon villain plot structure.

I was thinking the Sanderson's Mistborne route. The kind that enslaves, not kill. But yeah.

I had such a plot for a Wakfu game (using DnD 4th edition's structure because Wakfu is literally a turn-based MMORPG) and gave myself the challenge of a Iop antagonist that made sense. So that was it.

I was gonna make her completely aware of tropes, yet completely oblivious to how it applied to the PCs.

A great beast may have magic powers and a cult following but it's greatest strength is still likely to be their physical strength or they aren't much of a beast.

It's much simpler than that:
Opposition of strength, opposition of ideas, opposition of control, opposition of knowledge
Each is defined by what they have that the protagonists do not and are ultimately defeated by the protagonist either supplanting or subverting them. This creates two major plot arc possibilities for each type of foil adversary that can each be framed with several different aesthetic or moral profiles.

If I recall properly, a lot of the terms were refluffing of 4th edition's D&D. Will became Magic Resistance, Fort > Physical Resistant, Ref > Evasion, and stats were Strength / (Con) Vitality / (Dex) Agility / Intelligence / (Wis) Will / (Cha) Courage.

I had made minor touches to have 2 roles per class, with one tank and one healer of each element. Like, Iop (Fire) was a Courage primary stat tank.

Oh, and full disclosure, no idea who did the visuals on this one. Some anon stepped in. It was before A.I. Simply gorgeous. I just did the wordy part.
