Wanting to set a campaign in Hell, or at least a Hellish setting. IK that Pathfinder and D&D have lower planes and a Hell setting but the systems themselves don't really give me what I'm looking for. Gibsme systems which make for tense gameplay and make the world seem like a hostile and evil place.

Shadow of the Demon Lord would be my go-to if you want to keep in the d20 realm, it's got a book about its version of Hell as well. It's more lethal and horror-focused than either PF or D&D too so would fit the hostile vibe better.

Are we talking combat or just over all living there?
I've used 1994's Wraith: The Oblivion 10d system for hell campaigns with good reception from younger players but all three campaigns it was theater kids that could really get into Pathos and Corpus system it had, I'm not sure how a more traditional player would do with it. If you want more of a rip and tear combat experience >>97926791 has the right idea.
