my pod are all making our own custom commanders and building decks around them. I'm fucking retarded so help me balance this shit so I'm not pub stomping or getting pub stomped. also some auto incudes for the 99 would be helpful

What kind of synergies do you want in the deck?
The card you've posted is kind of a generic 'goodstuff' card (but actually is a generic 'midstuff' card because it's pretty weak) and I don't really follow the intended flavor. Nothing about the design screams 'Batman' to me.
Batman is known for a few things:
1) Preptime
2) Gadgets
3) Detective work (sort of)
4) Dark and brooding
Assuming you don't want him to be specifically tailored to a strategy that your deck will be using. Consider something like:

Vigilance, Hexproof
Batman cannot be blocked except by black and artifact creatures.
Whenever Batman deals combat damage to a player, you may exile a non-creature card (change this to instant/sorcery or artifact if you want to lean into artifact or spellslinger) from your hand with mana value X or less where X is the amount of damage dealt to that player. That card becomes plotted.

Adjust stats how you want. I think it works best when you encourage the use of auras, anthems, or equpment to pump his power but modern JotC design would force a way for him to increase his own power without needing any synergistic cards because modern JotC is a bunch of idiots designing a game for actual retards.

I like the stun mechanic but I think it should also prevent Batman from dealing lethal damage to them. I'd personally do a mono black identity for Batman but I know WotC themselves have pretty much given up on color identity as a flavor concept.

Generally speaking, any complex character from another franchise/universe would be 4 color minimum and generally 5 color. The idea that Batman would be monoblack is ridiculous.
Black is about ambition, selfishness, and personal benefit. You can make an argument that Batman operating outside the law and inspiring fear in criminals is black but his core identity is probably equal parts white (order, law, justice) and blue (detective work, thinking/planning, gadgets). I could see WB as the best two color option for him with UB as a solid second place but I think OP got it correct with WUB.

Does this card have a mana cost?
Fucking around with +1/+1 counters (in particular, removing them as a cost) is something I think of as an artifact/colorless effect but it if tied to a color combination it is almost definitely UG because of counters moving around being a very OG Simic kind of thing.
Double strike is much more powerful than flying and is generally costed to illustrate that. The last ability would almost never be activated because it is a weaker effect than double strike and probably a weaker effect than flying as well.
I think the card you've designed is probably a WUG card that you could get away with being just WG if you flavored it properly. 1/4 is an odd statline for it.
