I think you have a fundamental misconception of the set of decisions that leads a Chaos Marine to become what they are. A Space Marine knows, beyond a shadow of a doubt, that they are greater than a man. It is a fundamental aspect of their being. However, their list of possible aspirations is very short:
>1) Serve Emprah and die
>2) Get promoted then die
>3) Combination of 1&2
The type and caliber of person that has what it takes to be a Space Marine would have been a king in any other life, even without their augmentations. On some basic subconscious level they all know this, which is why pride is one of the most dangerous aspects of their personality.
The Chaos Space Marine, regardless of whether they're an original 30k traitor or a 40k renegade, knows with every fiber of their being that they are great and terrible men of power. They also believe they should live like one. Ergo, the only rightful master they could have is a god. Not a corpse, not an antitheist-turned-idol, but a true god. Likewise they should be served by the masses of the weak that only exist because the mighty haven't extinguished their pitiful lives yet. This is, ironically, not that far from how normal Space Marines think anyway.

Joke settings don't live long, nor can you expand on them long-term without becoming serious. 40k as a whole can not be a joke and hasn't been for a long time. Jokes can exist inside of it, like a good chunk of Gorkamorka, but they mesh into the greater whole. It's a joke to you, but there's nothing funny about Angelus in-fiction.
I feel like I talk about Starship Troopers and Helldivers too much on this board but they're the closest example and parallel I can appeal to: The satire absolutely can not survive any process of expansion or rationalization. This is why the sequels to the Starship Troopers movies were shit. If you say to yourself: "Okay, the Imperium/United Citizen Federation/Federation of Super Earth is authoritarian" then ask a follow up question "Why do people willingly serve it?" then you have already ended the joke.
As an example: What is the joke behind the Tau? The closest thing to a gag in the scheme of their existence is that they have been consistently naive. Outside of that they are a rather seriously structured combination of Western and Eastern cultures that does its best to function in a galaxy it struggles to comprehend. Their hardline dedication to scientific and pragmatic principles leaves them woefully unequipped to understand basic metaphysical truths about daemons, the warp, psykers, and even faith. You could call that social commentary, but it's hardly satirical.

That guy in charge of the Red Corsairs, Huron? He used to be the chapter master of the Astral Claws, and in charge of protecting the Badab sector from the Maelstrom. Some stuff happened, Huron held onto his tithe and used it to expand his chapter beyond the proper limit, someone dropped the Fire Hawks chapter into the powderkeg, and suddenly we have like 18 chapters + inquisition at war. Huron lost, a bunch of loyalists died, and Huron became a pirate. Good times.

I'm not so certain that's true. He liked to careen between viewing them as tools and indulging in the romanticism that they are his grandsons. It's something he appeared to struggle with to the point that he wasn't quite sure how he viewed them. He didn't just allow the 3rd and 16th Legions to be renamed Emperor's Children and Sons of Horus respectively, he did it himself.
I believe the flaws in geneseed were very intentional parts of their design. The Emperor made Space Marines flawed to make them more "human" and capable of coming to the understanding that they are not perfect. The Thunder Warriors, by comparison, had a built in obsolescence mechanism. The Pinocchio comparison he made is apt: They're made as puppets, but he hoped the Space Marine could become a real boy. Unfortunately for him many chose to continue being puppets by attaching their strings to the Chaos gods.

Both of you are wrong. It was never a joke setting, GW never suddenly "switched up" to start making it serious. It was always fucking serious from the first page of Rogue Trader. Yes, RT had jokes in it, but they were just bits of levity sprinkled here and there. The entire universe as a whole was unironically meant to be taken straight up. The point was to be Rule of Cool, not to be satire. Saying all of 40k was satire because it had a few jokes here and there is like saying eating a cut of steak with some salt sprinkled over the top is eating a solid block of salt. You people are full of shit and have never even read Rogue Trader let alone all of its supplement material. It was not a satire at any point - it was a heavy metal space opera that just happened to have a sense of humor sometimes.

Maybe. As much as I hate Primaris Marines their lore is actually pretty decent. Cawl looked at how gene-seed work, noticed there was room for improvement of its function in an objective sense, and then implemented changes. I very much doubt Cawl is any better a geneticist than the Emperor is, but it would make a lot of sense if the Emperor intentionally dialed back from the potential of gene-seed. The potential remained for 10,000 years and the only people that bothered to pick up on it were Belisarius and potentially Fabius Bile.
