In my Opinion? Someone who makes it clear how much control they have over you. Regardless of rough or loving, a Dom has to be the one to direct the interact into the direction they want, whether that's taking what they think is theirs or making their sub feel good.

As a nearly exclusive dom, I simply tend to aim for my sub to get "addicted" to the things I make them do / do to them, it creates this enjoyable lewd balance, few things are as pleasurable as a sub so satisfied they start developping a recurring need to be owned.
