It's a loss leader.
Restaurants sometimes offer discounted food for children. It's meant to attract families to the restaurant. The idea is that the kids eat cheap, but the real money is made from the adults. So if 5 adults show up with 2 kids, the restaurant takes a hit with the kids, but makes a big profit from the 5 adults. The system doesn't work if all the adults order from the kids menu. That's why restaurants say only kids can order from the kids menu.
Its sort of like how supermarkets have really cheap milk and bread to draw in customers. They take a hit on the bread, but expect customers to buy more expensive other items.
Or Like how Costco sells 5 dollar whole roasted chickens. Customers visit to pick up a chicken, but while they are at Costco they decide to also buy a few other things.

The problem is that if you start making exceptions for people to be nice, they start expecting it all the time. I used to work at Papa John’s as a delivery guy, and there was some old guy who the guy at the oven always put extra pepperoncinis in the box for, and nobody in the store cared enough to make a big deal of. One day, they put one in the box, and the fucking ingrate put in a corporate complaint. It went from a favor to a thing that he was just owed.
If you’re not 55, you can’t order from the senior menu, and if you’re not a child, you can’t order from the children’s menu. Got a problem, go get a fucking McMuffin.

The kids meal is priced under what competition charges in the local area. Normally restaurants wouldn't even bother with offering such small meals. It's not worth the effort.
They only do it so families can come and spend more money. The adult meals is where they make real money.

Costco food court restaurant sells at a loss. The hot dog costs much more than $1.50 for Costco to buy. Same with several items. But they sell at a loss.

No it wasn't. Many McDonalds store owners HATED the dollar menu. They were forced to include it by the corporate headquarters. Store owners complained and pushed back very hard for years. You CAN. But Costco is betting that customers won't go to Costco just for a single chicken. They believe if customers are visiting Costco, then they will make the most of their visit and buy multiple items. Costco (and other stores) ended up being correct. Customers hate visiting just for a single items. They feel like it's a waste of gas and time.
