The setting is too nonsensical. It takes place in the future, but everything is like the early 20th century. The bad guys are just "rebels" who are evil for some unexplained reason and the main villain looks like Saddam Hussein and their symbol resembles the swastika without the cooked arms. Then there's aliens, zombies, ghosts and other supernatural stuff going on.

Don't make a movie.
Make a prequel series, featuring our favorite Supreme™ Leader.
Then make a sequel where Marco is now the protagonist, gets his friends killed by Morden eventually, and adapt Metal Slug 1.
The hardest part will be do that last bit. Illustrating in detail the insanity of what Marco's team has to kill in order to get to Morden decently can probably bankrupt 3 studios at the same time and still missing some budget.
All i know is that Part 1 has to be the most kino shit ever.

Bad guy's name is Morden.
Ended up making a rebellion because "some of the government might be kindda corrupt", and they kindda got his daughter killed.
He was a pretty popular general too, so a lot of grunts decided to back him up.
Shit went off the rails from there.
Marco and his team still work for the government, and Marco sorta has a vendetta againest the guy because Morden got his friends killed.
