Yes. In films like Malcolm X he truly shines, but when your most famous films are run-of-the-mill action/thriller blockbusters, it's hard to be rated higher.

I think he's good at giving a very grounded believable performance. Which is good in some roles. Like I've seen the movie he made about the train that couldn't stop and then did stop at least 4 times and enjoyed it every time, because the credible energy he brings to it makes it very immersive. And it's a large part of what makes Man On Fire good, because it's an objectively cartoonish story that could have just turned out completely gratuitous and OTT but he pins it down and makes it serious, which is what makes it work. But outside of movies that can utilise that grounding effect he's only OK. He fucking SUCKED in Gladiator, because that was a character that needed a lot of style and flair and swagger, and he couldn't bring it. The Equalizer movies aren't great because they're poorly written, but also because there's not enough in them to pull him up, there's not enough else going on to balance out his quite staid and everyday delivery.
