That was S1-S2 of Breaking Bad which was still trying to be grounded despite the fake science like exploding meth. So they poked fun at the audience via Walt's naive, film-inspired idea of a drug deal.
After the show became a huge hit they just slowly embraced the dumb cliches they were avoiding or critiquing. By S5 the show is MCU tier and BCS just continues that way.

The point of meeting at public places was for the safety of Jesse's own ass. Nacho wasn't worried about getting killed by someone like Jesse, but Jesse benefits from having witnesses around to discourage the other party from attacking. Following that logic, it's believable that people like Nacho would pick somewhere with no witnesses to do business with someone like that pharmacist guy. I don't know how realistic that is, but it checks out as far as the show is concerned.

Also, Jesse was just some punk. He wasn't some big time criminal like the cartel guys. What the hell would he know?
