It's literally made by the same crew. Sam Raimi wanted to cash in after The Ring remake did so well so he flew some actors out to Japan and paid Shimizu to reshoot the movie Spanish Dracula-style for the American market. It's for all intents and purposes a Japanese film starring Hollywood actors and I'm pretty sure Shimizu himself admitted that it came out better since shooting the Japanese version first was like having a practice run.
