What happens with Shor and the Nords in Sovngarde is that when the Kalpa ends, time gets reset to Convention, and the big fight the spirits loyal to Akatosh and the ones loyal to Lorkhan (which shifts and changes each kalpa) fight. The Nords serve as Shor's army, but always lose. You can see this laid out in Shor Son of Shor, which lies down the cyclic nature of the Nord creation myth.

Dunmer got a big leg up in the fact that Azura, Boethiah, and Mephala are legit part of a Lorkhan fangirl squad and basically structured the Dunmer culture around leading to these 'enlightened' individuals in the first place. In a sense the Nords being completely disinterested in Daedra (other than seething about Mora) probably hurts them in this respect, since they're missing out on lessons from some very useful teachers on Shor's goals and the nature of his work.
