For most of that, yes. But stuff like doing quests for you is never ever. The game doesn't run stuff that's outside of your "area". So if you're in Whiterun and you tell them to start the Dark Brotherhood, they just can't, because you can't either. If you're inside of the orphanage and tell them to kill Grelod the Kind, then they will. Same thing as making a new outcome for quest, you can't do it, so neither can they.

honestly Skyrim is kinda trash. The world is immersive, Soule's music is incredible but that's about it. It's barely a RPG anymore: no variety in builds, no choices and consequences, no roleplay possibilities; it's super limited. I gave the last one ptsd using Vigilant. I felt really bad for this one. I started the game off as someone who aged out of the orphanage. I wrote her to be scared and meek. Well she ends up tricked and kidnapped you a vampire, who turns her into one. At the rape scene is the first time the power showed up
