As I've said elsewhere, publishing PS1 games were cheaper than alternatives and so companies (like Square) could invest a lot less in development and still put a game out for profit. This resulted in a lot of experimental games, which gave us a lot of good (if limited) stuff on the system. Just look at Chocobo Racing and Chocobo Dungeon. They were obviously makes for cheap and far smaller than what they were ripping off, but were pretty fun and I'm pretty sure could be picked up for $20 on launch.

To be fair, Square does the same thing with Steam now. Stuff like Paranormasight, Various Daylife, Voice of Cards, Dungeon Encounters, and The Quiet Man were clearly made at a smaller budget and are selling for around $20 as a result, and since they don't need to buy a Blu-ray printing or a physical cartridge, then can put those games out for a lot less than the $60-$90 standard new release price.
