Part 3 should let you swap characters in/out during. That should be its main combat gimmick without bloating it with more attack types. It wouldn't be cheap to switch out a hurt character, it would reset all ATB and your materia would be spread more thin if you plan on swapping characters. Or if not swapping characters fits your style better, that works too, because now those 3 would have all the best materia.
They already retconned the PHS system, all the characters are always following you and it's dumb that they're just back there watching you die and barely doing anything anyway. It worked for FFX, nothing prevents it from working in FF7R3.
