if you're even remotely interested in crafting then a sub is needed unless you want to run a dozen mule characters, otherwise, no, you don't have to sub. getting one of the bundles on sale that has all the chapters is enough content to last a long ass time because the game has a decade+ of them.

I would recommend subbing for the first 2-3 months.
Max your inventory, your banks slots, your horse-carrying-shit skills. Max the crafting skills. Learn the game to be comfortable enough to use plugins like 'personal helper' that autosell junk, autodrop crafting materials into the bank and so on
and nwo you can play for free forever, with enough inventory to get by comfortably and nothaving to bother with any crafting material but the highest tier

You buy once.
Do not bother with subscription as other anons have said they're moving a lot of formerly paid content to be free, the knly thing you're gonna need to buy individually or use the subscription for is dungeons and trials (raids)
And there's more than rnough of both for free as it is and most of the meta sets are in free areas

I didn’t like how I was forced to use a giant two handed sword on my rogue in pvp just to get proper heals and do damage when I played this years ago. I also remember being a wet noodle in every fight because I didn’t have all the champion points or something.

It requires TWO subscriptions.
There's ESO Plus which gives you access to some DLC and also to the crafting bag (infinite storage for materials). If you don't have that, crafting mats go into your inventory and clog it.
Then there's ESO Seasons or something, which unlocks some of the Seasons for you (which are different from the DLCs) and there's a lot of overlap between it and ESO Plus.
BUT WAIT THERE'S MORE
They also added a battle pass system. I forget what it's called, but you need to pay for it too.
That was the last straw for me, I commissioned art of my character, and unsubscribed/uninstalled.
