Do settings carry over between cores? Like as long as a core has some equivalent of a setting to something you set in a different core there's a way to make it inherit that setting so you don't have to change it core-by-core?

If not, why not? Why have a front end if it isn't preconfiguring stuff tied to it?

Depends on what settings you mean. There are global settings, core overrides, and individual game overrides.
