At its core it is a logical consequence of the nature of a game, namely that it has to give you the files for it to be playable at all.
It's like if a movie gave you all the footage, material, actors, tools, etc. used to make it.
That means that what the fanbase can do with the property that they have is massively transformative if they can fuck with the files, Re4HD is just unironically a better remake than Re4make and there are plenty of great total conversions that rival major releases or just outright form the foundations of those releases, major publishers with their ex-mobilegame devs that need to be paid for their literally worthless time can not compete.
The ultimate consequence is that publishers and marketing firms pour fuckloads of money into fellating remakes, which is especially valuable for them because they know they're going to keep making them.
