Yeah it goes to Xemnas hands down, perfect for a villain who busts into soliloquies all the time. He's got some great battle voice lines in the final battle in KH2 like "Pierce" and "Vine".

I think KH1 Ansem has one the best villain VAs in gaming, Billy Zane killed it and I have no clue why they never asked him back for KH2

Billy Zane wanted to be in more KH games though. He said it outright and drew Ansem for a fan. Disney didn't contact him for any subsequent games because he was in some Turk movie that featured an evil Israeli, and he was softly blacklisted from a number of film deals for a while.

The weakest link is easily Marluxia in Re:CoM and even then he's not that bad, just not nearly as good as the Big 3.
