Gen 3 is the best pokemon gen and the Hoenn dex is objectively superior.

Lemme see
Pichu, Igglybuff, Cleffa, Magby, Elekid, Smoochum, Tyrogue, Hitmontop, Crobat, Belossom, Politoed, Kingdra, Slowking, Umbreon, Espeon, Steelix, Scizor, Blissey. Probably forgot one or two. So 18. 81 unique Johto pokemon.
Then take out the 9 starters, and 5 legendaries, 65 unique Johto pokemon you can reasonably encounter.
Then take out Larvitar, Pupitar, Tyranitar, Misdreavus, Slugma, Magcargo, Houndour, Houndoom, Sneasel, and Murkrow, since they are all postgame only in Kanto, minus 10 more. 55.
55 pokemon in Johto that you can reasonably encounter before the credits roll.
I do have the further footnote, just for fun, of singling out all the single stage shitmons that nobody would ever really use. Shuckle, Yanma, Corsola, Dunsparce, Unown, Qwilfish, Stantler, Girafarig, Smeargle, Sudowoodo, Aipom, so 11 more. 44 pokemon.
Miltank, Skarmory, Heracross, and Mantine all get a pass as being decent, you might actually use them. Being very generous with Heracross, who has horrid move availability and is relying on Headbutt and Strength until at earliest the league, but I digress. 44 pokemon you might actually use. I probably forgot a pokemon or two at each of these.
