I also feel like if I leave my team for 2 seconds to get an off-angle they'll instantly explode cuz I'm not there to heal them, so I stay by them at all times, but then I'm not in a good spot to shoot the enemy supports and DPS, so everyone on our team's getting hit anyway and I can't outheal all that damage and then we die and then we lose.

Too late for that. All the "subtle" compassionate interactions between them in OW1 were too subtle and Pharmercy got too strong of a foothold just because they work well together in-game.
I don't play Mercy or Genji that much anymore so I might be wrong about this but I think a lot of the warm dialogue between them has been removed and replaced. I don't remember hearing them yell each other's names anymore if one is eliminated. But now there's this

Unironically the problem with Mercy are the Mercy players. You can never fix that hero or make it good, because that means moving away from the brainless healbot playstyle. She is ironically also annoying to fight for average to bad players and zooming around adds to that fact, so that aspect is nerfed and can never be good.
