I'd probably enter Gio in cleverness. Toughness is also good, but Gio uses charisma and manipulation to get others to do the dirty work for him, moreso than brute-forcing things himself. So clever feels more fitting for him.

As for moves:

In mastersex, he's constantly mentioning his evil plans (warudakumi, the Japanese name for nasty plot). He namedrops this move in Japanese far too much for him to not have it. If you were to take a shot for every time he said "warudakumi," you'd be hospitalized.

Mafia boss and his subordinates all beat the shit out of you. I think this is self-explanatory.
>Defend Order
idk, I think this fits what Silver said about him in HGSS. "A coward when you're alone and acting like a tyrant when you're in front of other cowards!" He acts like a tyrant commanding others to protect him, but in reality he's just a coward hiding behind the subordinates he's bossing around.
>Pay Day
Persian whore. His primary motive is money. In later games he seems to also want power beyond money, but Team Rocket's main goal has always been to get rich.
>Smokescreen
(I know you can only have 4 moves, I'm just bribing the move tutor with heart scales between contest rounds.) I think this fits with how elusive he was in gen 1, with no one knowing the identity of the Viridian gym leader. Also with how—after being defeated by Red—he managed to disappear off the map, and no one was able to find him for 3 whole years.

I only looked at clever moves, so idk if there are more fitting moves in other categories, but I'm pretty happy with this moveset.

What's the price of a kidney for you? What kind of tablet do you want?
I bought my XP-PEN display tablet for something over 300€, I don't even remember when that was (+6 years ago). That thing was well worth its price, it's been in use since then daily. Before that, I bought a 80€ tablet from them and my only complaint about that was that the pen got retarded really quickly and I had to buy a new one. The tablet itself was pretty sweet, though - much bigger than my wacom bamboo it replaced, lots of buttons and had a bluetooth option (I think that's why it cost so much). I still dig it out for lazy drawings occasionally.
I think I bought both on sale. I'd say poke around their store and amazon page, maybe you'll find something nice for cheap.

Can I hijack this art conversation to ask if there are any decent free (or pirateable) art apps for android? I have an android tablet and really want to use it to draw my husbando, but I'm stuck on what program to use.

I think the only Easter basket that Gio would want would be one filled with rare Pokémon eggs. So eggs for pseudo-legendaries to raise for battle, or eggs of hard to find mons (Feebas, Munchlax, anything else that's a pain to find) to sell for a pretty penny. Some of the eggs would be stolen directly from daycares/trainers, and some stolen mons would be bred for the rest (I'm certain Team Rocket has facilities for breeding Pokémon).

I don't think they would touch them or do a whole lot since it seems like Gen 5 onwards are games that suit "modern" standards while Gen 4 and before are probably considered outdated and needed an upgrade to meet the quota that Game Freak seems to have now for their characters and writing since maybe BW. Sinnoh characters would have gotten redesigns if it wasn't made by ILCA who I suspect either didn't have permission to update the look of the cast or were too autistic about being absolutely faithful to the original games and didn't want to change a thing. Kind of a shame because I liked ORAS's take on old characters a lot so I was looking forward to it.

Archer anons (and anyone else who likes the TR admins), I need your help. I'm planning on making a TR island in tomodachi life, so I'd like to ask what you would put Archer or any other admins' birthdays as. Gio has a birthday in the manga luckily, but I'm stuck on what to do with the admins. I might resort to goroawase with their jp names (that japanese thing of matching numbers to syllables to spell out words) but most of them have names that don't line up nicely with any numbers.
Also if you have any suggestions for their personalities, that would be helpful too.

Like the others mentioned already, 4chan is going through some sort of change where people are getting randomly rangebanned despite not doing anything while others may have captcha problems. I think it might be an attempt to filter out ban-evading schizos that spam threads, I dunno. I know that I've experienced both issues on and off and its a real pain in the ass. What's weirder is that the other member of the household that uses 4chan has never experienced this issue but it keeps happening to me...

I'll probably post some screenshots of my husbandos if they end up doing anything entertaining, but I'm getting the game a few days late. C'est la vie.
