IVs cuz they are core part of strategies such as TR, so thats something you manage first.
EVs cuz they are what you use to prepare your pokemon for specific MUs; usually people just 252-252-4 but they can be used for some fine tuning here and there.
Nature as they maximize what your pokemon is trying to do but are usually only important in stat mirrors (most importantly speed).

IVs least important because they are completely redundant.
Natures most important because of the - stat modifier (the only way you can decrease a stat) which can be crucial.
