No no, the E4 are "dual type" purely because of a small roster of Pokemon to choose from. Lance only had three options and all of them were from the same line, same with Agatha. Lorelei narrowly avoids this because she had a good amount of fully evolved Ice types, and every Ice type in Kanto being only fully evolved dual types. So it was either repeat, or go with a different type for a fifth mon.
