Not dominating but neck in neck. FF7 came out in January 97 and that is right when PS1 sales pulled away and Saturn sales flatlined. It's loss in Japan was inevitable the moment Square chose Sony.
I think Sega could have mitigated things with 2 games. A big 3D Phantasy Star 5 production that released just beforehand and of course a good 3D Sonic game(not whatever fisheyed mess Xtreme was) for the west. I don't think there was any chance of them "winning" the generation, just surviving it with an acceptable 20-25mil console sales.
