As someone who TRIED to get into game engine programming, even using the so called ''NO CODE, SUPER EASY'' apps, well let me tell you, they are all bullshit, SPECIALLY Construct and Clickteam! using evensheets and figure out how to load individual sprites, and dealing with Coding terms and variables and Math, that can GO FUCK ITSELF.
the only app that uses ACTUAL GAMING PLAYTROUGH terms for making games was Pixel Game Maker MV, and that thing had no good tutorials nor community, and even better, performance was ass and load of bloat code on the games anyways.
And good luck trying to learn Scorpion Engine and learning it and making your own Rondo port just to port this loli shit in, there's like 2 guys making Rondo ports on Genesis and they are both fucking Anime Antis who will try to cancel you!

I know AI is pure devil spawn but this seems like a perfect use case. Hypothetically, if someone were to provide the images, the HEX of the game rom, and ask it to modify that HEX to affect a graphics hack matching the images, could that work?
Even doing it in stages. "Here's the sprite sheet. And the cutscene costume. Change the sprites to look like the cutscene costume. Thanks. Now create an IPS patch that changes the old sprites to the new sprites. And keep slowly modifying the game step by step like that.

What you do is plan out the whole game down to the lowest detail. And I do mean everything. Maps, enemy placements, hit points, boss patterns, everything.
Then when you have that massive design document a programmer will want to actually work on it because the part that comes hard to them, the writing process, is already done and they can just go straight to work on bringing it to life.

because they can ask questions as soon as they have problems understanding concepts, and the A.I. can break it down for them or correct their misconceptions. This is what A.I. like chatgpt or Claude is better at than any other task you can give it.

I have everything so let me know what you're looking for specifically. I think this was the final image that the costume was going to be based on if my memory is right.
We were also talking about doing a Richter variant where he has Simon's brown palette, takes more damage, and no weapon crushes.

Skimming through those threads it sounds a little ambitious unless you have someone who knows assembly for the system, but at least the character sprites look like they can be easily edited as an anon in one of the threads described in detail. But something like adding in an entire new level and making the new outfit an unlockable would be a much more advanced ROM hack.

My guess is that it was levels of ambition. The initial goal is to add a flag so that pressing up in front of that weird window thing in the ship when playing as Maria would trigger that image to pop up signaling a costume change with maybe slight changes in damage values. Everything about the secret level was a stretch goal sort of thing.
For what its worth there are some romhacks that really raise the bar. I don't play vanilla Mega Man X3 anymore. Zero Project only.

Wouldn't that be annoying forcing players to go to that same spot to get it every single time?
Also attached is the original art that inspired the project. The sprite is a little incorrect as the costume doesn't have the slippers.
