If M3's core campaign is good enough there will inevitably be an Empire 2 conversion mod.
The only reason there hasn't bee one yet is that Rome 2/Attila were too buggy and unstable and everything afterwards hasn't had naval combat.

What can CA add to make M3 any thing more than a glorfied remaster

Nah, you are not thinking right anon, Chinks don't buy DLC, Med3 will have China DAY 1. The trailers will focus on China. This will be an effort to get the China sales for the base game.

It's around the corner after the M3 flop. The earliest M3 videos showed early modern assets while claiming they were medieval (reusing from their failed scrapped napoleon project). Which means their new engine was once again built around early modern line combat. They just bumped it for M3 because that will sell better

Turn times are entirely dependent in modern CA games on how much you explored the map and how many entities are on it. So realistically speaking, the game punishes cheating and exploration without conquest with long turn time.
