Homeworld 3 was the first multiplayer extraction RTS and it flopped.

Just because it has a CTF mode, doesn't mean it's an extraction game. Perhaps, with bigger maps and creep camps on the resources and relics, with some kind of npc boss (rogue carriers?), along with getting technology exclusively from wrecks, then we'd have something that could be called an extraction RTS.

It wasn't even originally developed as a Homeworld game, who knows how many changes it went through.

Side scrolling has been done before, mostly in Flash games, such as: Age of War, Colony, Sea of Fire, House of Wolves. There's also the Kingdom series by Raw Fury, but that's more of a sim than RTS.
The one attempt of roguestuff I know of so far is Fleetbreakers. I don't know about this one - advertising yourself as le team of industry veterans is a big bright red flag.

EndWar had weird design choices that made it feel like a real-time tabletop game. Units moved and fired in real time but the damage was staggered into 'ticks' every few seconds so you couldn't exactly shoot and scoot. Units had to stay in combat to deal actual damage, especially since almost all units had regenerating shields.

Warhammer Dark Omen is this, movement and combat are real-time but invisible dice rolls are turn-based and captures well the random nature of tabletop.

Brothers in Arms did it on tactical level (and Full Spectrum Warrior in third person). There was an anon shilling Shillica as this great next generation thing.
